I'm trying to switch my programs. For photoshop you can transfer activation and it shows the product key. Is there a way that microsoft office 2007 can do this?

If you're removing Office off your desktop and transfering it to your laptop that's fine, if you're trying to put a copy on both, i think that violates the ToS agreement you have with Microsoft, so it'd be illegal.
You'll probably need your original license code that you got when you purchased office to install onto your laptop though
