If I did NOT buy Microsoft Project and I wanted a VERY similar software package that could perform most of the tasks that Project performs, what would that software be and how much would it cost?

You might take a look at ganttproject. It is free. For project scheduling and task assignments it is similar to MS Project. You can download it and see. If it does not do what you need, just uninstall it and look elsewhere.
